What does the term “refugee” mean?

According to the U.N. High Commissioner for Refugees, refugees are migrants who have left their countries of origin and are unable or unwilling to return because of persecution, or a well-founded fear of persecution, on account of race, religion, nationality, membership in a social group, or political opinion. The term “refugee” does not refer to migrants who have left their country of origin as a result of economic pressures or environmental catastrophe.
